General Description (概要)

This course aims at exploring political as well as historical, sociological, economic, and cultural aspects of the Japanese state and society.
日本の国家と社会を，政治的アプローチのみでなく，歴史的，社会的，経済的，文化的な側面から包括的に考える。
The Japanese post-war political system has, in many ways, been unique. Between 1955 and 2009, over fifty years, one political party has been in power (with only one brief interruption), On the other hand, Japan became the first working democracy in East Asia and a model for many countries in the region. The government was not only able to set up and establish a democratic system, but was also successful in making Japan the second-largest economy in the world, the largest donor country, a country with a quasi-European welfare system, low unemployment rate, and a low crime rate. In the late 1980s, the journalist Karel van Wolferen wondered how could this happen in a country where no one seems to be in charge, the least the prime minister. Others have questioned whether Japan is indeed a democracy, and again others questioned whether it is actually a free market economy. This course will take a closer look into this puzzle, the successes and failures of postwar Japan, and why it took such a long time until the first real change of government in 2009, and it failed after only 3 years in power, and what the recent developments including "Abenomics" and collective self-defense mean for Japan.
日本の戦後の政治制度は、多くの点でユニークであった。 1955年から2009年にかけて、50年以上の間、1つの政党が権力を握っていた（短期間の中断で1つしかなかった）一方で、日本は東アジアでは初めての民主主義国となり、政府は民主的な体制を構築し確立するだけでなく、日本を世界第2位の経済、最大の援助国、準ヨーロッパの福祉制度、失業率の低い国、そして低い犯罪率。 1980年代後半、ジャーナリストのカレル・ファン・ヴォレフェン（Karel van Wolferen）は、誰も担当していない国、首相の中でどのように起こったのだろうと考えました。日本は確かに民主主義国家であるのか疑問視しており、実際には自由市場経済であるのか疑問視している人もいる。このコースでは、このパズル、戦後日本の成功と失敗、そして2009年の最初の本当の政権交代までにはなぜこのような長い時間がかかったのですか。それは3年後に失敗しました。 「アベノミクス」や集団自衛隊などの最近の動きは日本にとっての意味です。

Get a better understanding of the domestic politics in Japan today by taking a look at the major junctures of its postwar development.
Understand who are and what drives the main political players in Japan
Understanding where real power lies in Japan after a 20-year reform process that is still in progress.
Getting to know the political actors, their motivations and ambitions, and how the Japanese political systems empowers and constrains them.
Understand Japanese political culture and the sometimes difficult state-society relationship
Understand some important domestic and foreign policy areas
Understanding Japan’s changing international role and what has prevented it to become a major international political player.
In general: Analyze a political system like a political scientist by learning core theoretical concepts and methodologies, necessary to analyze the Japanese and any other political system.
今日の日本の国内政治についての理解を深めるために、戦後の発展の主要な時期を見てみましょう。
日本の主要政治家を誰がどのように動かすのかを理解する
まだ進んでいる20年の改革プロセスの後に、本当の力が日本にどこにあるのかを理解する。
政治主体、その動機と野心、そして日本の政治制度がそれらに権限を与え、どのように制約するかを知ること。
日本の政治文化と時には難しい国家社会関係を理解する
重要な国内外の政策分野を理解する
日本の国際的な役割の変化とそれが主要な国際政治家になるのを阻む要因について理解する。
