General Description (概要)
Public economics analyzes the economic activity involving the government and the public sector. This course will deal with various aspects of government administration or public finance, and address such question as why government is needed, why taxes are imposed, the role of public investment, and questions relating to the decentralization of power.

公共経済学とは、政府や公共部門が行う経済活動を分析する学問である。この講義の目的は、政府はなぜ必要なのか、税金はどのように課税するべきか、公共投資はどのように行うべきか、地方分権はどう進めるべきか、といった政府の行政や財政の諸問題について学ぶことである。


The course deals with assessing the government's role in the context of the broader economy. Topics covered will include understanding taxation, inequality, analysis of government policie, and the response of individuals to those policies. We will also discuss competition policy (why & when governments intervene in the functioning of markets), as well as government procurement.

Learning Goals(学習目標)
The course aims to offer the students opportunities to:

- understand the role of the government in the economy
- learn to analyse government policies, such as taxation, regulation, competition policy, and environmental policy
- explore the empirical literature on public policy and its implications for policy design




 
Contents(内容)
It is strongly recommended that you are familiar with basic microeconomics (e.g. ECO102) when taking this course, since many of the topics covered in this course will presuppose an understanding of consumer theory, market equilibrium, elasticities, etc.

A more detailed outline of the topics covered will be presented and discussed in the first few classes - and the topics may be adjusted to include any specific student interests (in case some participants would have a particular curiosity towards a topic that is not listed below).

Meanwhile, a tentative list of topics includes:

1. Understanding market failure and possible reasons for government intervention
2. Taxation
3. Inequality, social security & healthcare
4. Regulation and competition policy

Grading Policy(成績評価基準)
A more detailed grading policy will be discussed in the first lecture, but the approximate weightings will be:

Final exam: 30%
Assignments: 20%
Participation: 20%
Final presentation: 20% (if few students: individual presentation; otherwise a group presentation).

To make the most out of this course, your studies (beyond attending the classes) should include:

- reading & revising the appropriate material such as textbook, slides, or recordings (to consolidate your understanding, and perhaps generate questions for subsequent classes)

- solving homework problems, quizzes, or other assignments

- asking (and responding to) questions on the Moodle page for the course (this will help you develop skills in applied problem-solving, which are important for in this course)

- potentially gathering material for pre-announced in-class application tasks (e.g. finding relevant online news articles reflecting recent developments on the topic covered in class)

- responding to comment / feedback sheets or surveys (this helps me shape the course to your preferences & needs, and answer any outstanding questions)
